Concept and mechanism
A policy communicates direction; standards make requirements more specific and procedures describe execution. Organizations may arrange these documents differently, but the connection between intent, requirement, and operational step should be clear. An access-revocation procedure needs ownership, maintenance, and validation in the actual system. If an internal standard conflicts with an external obligation, involve legal and compliance to determine applicability; do not invent a rule that the longest period is always correct. An acquisition or new service may change context and require review before the normal calendar.
Guided application
In a business case to replace obsolete middleware, include migration, testing, shifts, training, operation, and decommissioning. The cheapest license may retain two platforms and increase support cost. Compare alternatives by risk, benefits, dependencies, and actual team capacity. Distinguish estimated costs from approved commitments. For management, turn technical metrics into decision information: which service is exposed, which limit was crossed, and which option needs funding. Preserve metric denominators and periods. A dashboard with many charts may still fail to answer the sponsor’s question. After a decision, record an owner, deadline, and how the expected benefit will be checked.
A proposal with 40 migration person-days and 20 testing person-days consumes 60 before operation and decommissioning are counted.

License cost as total cost; document existence as execution; visual precision as evidence.
