Mandate, responsibilities, and agreements

Clarify who decides, who executes, and how the team resolves responsibility gaps.

Concept and mechanism

A Team Lead helps a team coordinate work through understood goals, clear responsibilities, and conditions for meeting commitments. The title may include people management in one organization and coordination only in another. Confirm the mandate before assuming career, budget, architecture, or operational-risk decisions. Identify interfaces with project managers, service owners, product, and other teams as well. A list of names does not necessarily clarify accountability for shared work. Discuss who owns the outcome, who contributes, and who can provide cover. Record unresolved gaps with follow-up ownership and a date for a decision.

Guided application

In a fictional case, development and APS each assume the other updates the runbook after releases. The Team Lead exposes the gap, brings together the needed participants, and agrees document authorship, validation, and maintenance. If responsibility needs authority the group lacks, bring options to the appropriate owner. The team can also define channels for routine requests, urgent issues, and decisions. Review these agreements when scope or team composition changes. Publishing a matrix does not establish that everyone accepted its contents. Confirm understanding through a concrete example of work crossing team boundaries.

IN PRACTICE

Two teams named in a document can still leave a task unowned.

Common pitfalls

Title treated as universal authority; implicit responsibility; matrix without agreement; gap without follow-up.
