Concept and mechanism
Start by identifying the project, its owner, and the hierarchy where the resource will be created. A folder can group business-unit projects and provide a policy attachment point. Billing has a different purpose: payment and cost allocation do not replace resource organization or permissions. An IAM role may permit VM creation while a constraint prevents a particular configuration. Read the error before requesting more privilege. A disabled API, exhausted quota, and violated constraint require different responses. At the command line, confirm the account, active configuration, and project ID, especially when switching between test and production.
Guided application
For an APS migration, record capacity needs before the change window. If regional quota is 48 vCPUs and 36 are used, 12 remain: three four-vCPU VMs fit exactly, but that calculation does not prove physical capacity is available. Include other consumers and the period when source and target coexist. An Alerts-only budget notifies without imposing a cap. Current documentation also distinguishes Spend cap budgets in preview; confirm the configured type and service scope before predicting effects. When a temporary copy remains active, ask its owner to confirm dependencies, recovery, and retention duration before deletion. Deliver a forecast including transition costs and a concrete action for each resource to decommission.
At go/no-go, present the target project, enabled APIs, quota headroom, confirmed capacity, coexistence cost, and cleanup owner.
Common pitfalls
Granting Owner for any error; confusing budgets with caps; operating in the wrong project; deleting resources based only on names.
