Concept and mechanism
Governance should clarify who decides what, under which conditions, and with what information. A progress meeting coordinates execution; a decision forum resolves deviations or commitments beyond team authority. Forum names and powers are defined locally. Prepare a summary of status against baseline, forecast, risks, issues, required decisions, options, and recommendation. A green status without criteria can hide incomplete work. Record the decision, owner, deadline, and conditions and confirm understanding, especially when participants belong to different teams or countries. Informing someone is not the same as obtaining approval.

In a fictional project, a supplier declares a milestone complete because software is installed, but agreed integration and training evidence is missing. Compare delivery with defined criteria and manage gaps under the agreement without inventing universal contractual rules. For an international steering meeting, a useful sentence is: The forecast exceeds the approved effort baseline by four person-days. We need a decision on scope or capacity by Friday. Distinguish the decision deadline from a promised delivery date. Use professional language, identify uncertainty, and show consequences of delay. Then confirm owners and update the shared plan to avoid conflicting versions of the commitment.
