Instruments, participants, and settlement

Select the appropriate flow and distinguish rules, references, and infrastructure.

Concept and mechanism

SEPA harmonizes euro payments, but its geographical scope differs from both the European Union and the euro area. A credit transfer is initiated by the payer; a direct debit is initiated by the creditor with appropriate authorization. SCT, SCT Inst, SDD Core, and SDD B2B have different rules. Account currency, transaction currency, instrument, and institutional participation are separate dimensions to establish. An IBAN identifies an account but does not by itself identify each invoice or payment attempt. Retaining transaction references and remittance information helps connect an instruction, its outcome, and the business obligation.

Guided application

For project design, begin with a flow matrix: initiator, recipient, currency, scheme, participants, calendar, and completion evidence. The EPC register identifies participation by scheme; its published BICs are references, not routing data to copy directly. Confirm routes and readiness dates with responsible parties. TIPS is a settlement infrastructure using central bank money, distinct from the SCT Inst scheme. A reachable party can access a participant’s account through an agreement. In APS work, this distinction helps direct incidents to the appropriate team: a reference-data error, an unavailable route, and a settlement discrepancy require different evidence.

IN PRACTICE

Example: 300 transfers pass a rehearsal and 12 B2B collections fail. Validate B2B scope rather than treating SCT volume as evidence of overall readiness.

Common pitfalls

EU treated as SEPA; reference treated as route; scheme treated as infrastructure; account treated as unique payment identifier.
